Why do rack side panels matter?

Side panels are the removable sheets that close the left and right sides of a rack cabinet. Lifting one off opens the whole side for cabling without unbolting a single device, and a locked panel keeps that same access shut. Check they lift off without tools and take a lock; where cabinets bay together in a row, the panels between them are left out.
